Where is neutral safty switch? Cause im looking i been lookin for it!

I charged my battery on a 87 yamaha timberwolf 250 and left the key on like a dummy. Now that i have a battery that is fully charged i have nothing when i hit the start button. I can jump the stator and have spark but dose not turn over fast enough for it to start, I have no lights or anhything. I checked for fuse but the is no inline fuse someone chopped it out and spliced it. I used to turn the key and have the neutral light on. But no light and when i hit the start button i get nothing. What could my issue be?

someone cut out the inline fuse and just spliced it. Could my breaker me blown?
