I confirmed the tank breather hoses were attached correctly and clear and then realized I swapped the bottom gas inlet hose and the upper breather hose. After I reconfigured the quad is running like new. However I did discover that gas leaked into the oil. New oil and filter in order. Thank you Mech!

I am having the same problem on a 2004 Kodiak 400 4x4. The drain on the bottom of the carb bowl is leaking a steady stream of gas - exactly as illustrated above. i bought a new carb off Amazon and installed. The new carb is leaking the exact same way. The quad sat for awhile before all this started so it was also having a hard time firing. I changed the spark plug and now it fires up the easiest when the fuel knob is set to off. When I turn the fuel knob to on it wants to die and the carb immediately starts leaking again. I know this is an old thread but it is still applicable. Any help is greatly appreciated.
