The Gandy Dancer trail is open for <abbr title="All-Terrain Vehicle (ATV)">ATV</abbr> use in MN and you can get on the trail in Danbury. The WI Burnett Co. portion is not during the spring, summer and fall. In winter it is open to snowmobile and <abbr title="All-Terrain Vehicle (ATV)">ATV</abbr>. As Dave S. suggested joining a club is a great way to gather information as you mentioned it varies by county, township and city. Safe Adventures! -
Those are load resistors to protect the stator and voltage regulator. They will be even more useful if you start removing the lighting loads and should get nice and toasty warm. As MarkinAR mentioned you could wire in the LEDs on there own isolated battery circuit. You could add a rectifier just for the LED lighting circuit. You could modify the LED lighting to draw off the main battery. In this case you'll want to make sure your wattage doesn't exceed that provided to maintain the battery.
