Cat shifter pedal slipping. Does it look welded onto shaft?

I think maybe someone tried to weld the pedal onto the shaft.  

The shifter bottomed out in back, so I couldn't shift out of neutral.  So I loosened it to turn it cc forward, then tightened it as tight as possible.  Now it slips.  Took the floor assembly off in order to get the pedal off the shaft to see the splines but can't slide it off, that's why I'm wondering if it got welded at some point.  Look like it?

      I am new to this site. Now down to business, I have been given a Kawasaki 220, tires are trashed and it has been setting for a long time. Do I need a battery in it to find neutral? I know there is a neutral switch and if I shift down(7 times????)   then up one using the neutral switch I should be in Neutral. As you see I am in a learning curve here ......coments welcome.

      Hi,  
      I have an 04 bear tracker, with a minor starting quirk. It starts in gear with brake in.  Neutral and Reverse lights work.   
      But when trying to start in neutral, there is no click or attempt to start with the push button. 
      However if i pull up on the shifter (not hard enough to shift into first though) the neutral light goes off and the start button works and it starts fine.
      All gears shift fine with no issues,  has anyone seen this before?  Just wondering if it is a bad sensor or something needs adjusting. 
      Thanks for any help you can provide.
